Chula Vista City Council, District 2

Russ Hall is the only candidate with extensive Chula Vista centered civic experience that includes over 32 years serving on four major city commissions including Planning Commission, Economic Development Commission, Parks and Recreation Commission, Growth Management Commission. As well Russ led the fight on behalf of Chula Vista TAXPAYERS against sales tax increases that only hurt those who can least afford them, our seniors and young families struggling to make ends meet!

CAMPAIGN ISSUES I've identified the following as some of the top issues in this race. In the interest of consistency, I am asking every candidate the same three questions, as well as giving each of you the opportunity to comment on an additional issue important to you.

· Issue #1: Chula Vista has been working for years to bring a four-year university to the city, with recent momentum from state partners and a newly formed higher education task force. What would you do as an elected official to ensure this project finally crosses the finish line, and how would you manage the broader development pipeline — from the bayfront to the film studio infrastructure — to make sure these projects deliver real benefits to residents?

Chula Vista has made real progress in the dream to bring a 4-year university to our city. Our children deserve a university in their hometown to make obtaining a degree more attainable. The city has currently signed an agreement with SDSU to bring nursing classes to Chula Vista. A study was done by the City that found nursing to be the most needed for future careers. We also need opportunities for our students to obtain vocational training for jobs that don’t necessarily require a 4-year degree. There is a huge need for plumbers, electricians, mechanics, etc. Funding can and should be done through public/private partnerships with businesses and labor groups that will train our students for real jobs with real incomes. Furthermore, using this concept will certainly be far less expensive for students who have been financially abused by the higher education system burdening them with student loans that financially cripple them for a lifetime. I also propose that a public private partnership may involve opportunities for paid job training in areas of critical need.

· Issue #2: The city recently passed an ordinance restricting federal immigration enforcement access to city facilities and limiting cooperation with federal agencies. Do you support this ordinance, and how would you balance the city's public safety responsibilities with the concerns of immigrant communities in Chula Vista?

I would remind those in office that they take an oath to uphold ALL laws and the constitution of the United States. Being an elected official does not allow a Burger King “have it your way” pick and choose mentality on which laws to honor. The council majority that recently held a “special meeting” had a great opportunity to turn down the temperature by inviting federal officials, immigration attorneys, and our local Congressman to explain laws and rights. That did not happen. I support an expansion of US visas to include several categories for guest workers. This will enable everyone who comes into the United States to remain here to provide much needed skills and services. This would allow a legitimate front door entry that effectively registers and screens all entrants. This eliminates predatory smuggling cartels that prey on immigrants and eliminates the predatory immigration attorneys that cost thousands of dollars for every immigrant sooner or later. Who is getting rich off of illegal immigration? Follow the money. Cartels and attorneys.

Issue #3: The city has approved the renovation of the Palomar Point motel as part of a broader homeless strategy that includes outreach teams, a bridge shelter, and one of the strictest encampment bans in the county. Do you support this approach, and what more, if anything, would you do to address homelessness in Chula Vista?

The issues of unhoused people first and foremost are the prime responsibility of the State and County governments. To date, they prefer to kick the can down the road to the cities which are least able and do not have the administrative infrastructure to deal with this problem. Now, cities are forced to abandon other much needed critical services just to ramp up unhoused outreach and solutions. The State and County already have human and social services agencies in place. The county should have five major sites, one located in each of the five supervisorial districts, that offer a one stop shop approach for ALL of the needs of the unhoused including but not limited to long term medical and psychiatric care. There is no common sense regarding the unhoused. What has been created is an entire industry of housing and program providers who have no goals or objectives in solving the problem. Prime example: The State funded 26 billion dollars to all sorts of entities and programs, yet they can’t account for the money!
